The Algarve buyer's guide: IMT, NHR changes and the best micro-markets
IMT bands, stamp duty, AIMI and the 2026 NHR position, plus how Lagos, Tavira and the Golden Triangle differ for buyers.
The Algarve is the most administratively straightforward market in southern Europe for a foreign buyer: an English-speaking professional layer, a digital land registry, and a purchase that can be completed at a single Casa Pronta desk in an afternoon.
IMT: the sliding transfer tax
IMT is charged on the higher of the purchase price or the taxable value (VPT). For a second home or holiday property, the effective rate climbs with price:
| Purchase price (approx.) | Effective IMT |
|---|---|
| Up to ~€100,000 | 1% |
| €100,000–€550,000 | 2–6% marginal bands |
| €550,000–€1.1m | Flat 6% |
| Above ~€1.1m | 7.5% |
Add 0.8% stamp duty on the price, plus roughly €500–€1,200 in notary and registration and 1–1.5% for a lawyer. All-in: 6–9.5% above the price. Bands are updated annually — check the current table at Portal das Finanças.
Annual costs
- IMI — 0.3–0.45% of the taxable value, rate set by each município.
- AIMI — a wealth surcharge of 0.7–1.5% on the share of Portuguese property value above €600,000 per owner. Couples holding jointly get €1.2m of allowance.
- Condominium charges on resort and apartment stock, which on the Golden Triangle can be substantial.
Tax residency in 2026
The original Non-Habitual Resident regime closed to new entrants; the replacement scheme is narrower and targeted at qualified professional activity rather than passive income or pensions. If your purchase decision depends on a tax status, get written confirmation of your eligibility from a Portuguese tax adviser before you commit — do not rely on what the regime offered in previous years.
The micro-markets
The Golden Triangle (Quinta do Lago, Vale do Lobo, Vilamoura) — resort-managed, golf-anchored, the deepest luxury resale market and the highest service charges.
Lagos and the western Algarve — a working town with a marina, dramatic cliff coastline, and a year-round population. Better value per square metre than the Triangle.
Tavira and the eastern Algarve — quieter, flatter, closer to Faro airport and Spain. Traditional townhouses and salt-marsh views; the value end of the region.
Inland (Loulé, São Brás) — country properties at a fraction of coastal pricing, but check water rights, access tracks and whether ruins are legally rebuildable.
Buyer checklist
- Get an NIF (Portuguese tax number) first — nothing happens without one.
- Check the caderneta predial and land registry certificate match the building you are viewing.
- Confirm the habitation licence exists and covers the whole property, including extensions and pools.
- For rentals, check whether the property holds an AL (Alojamento Local) licence and whether the município is currently issuing new ones.
